The Research Of Henan Province Population And Family Planning Synthesis Reform

Since the reform and opening up, especially over the recent years, China has upheld the strategy of reform and sustainable development. The population growth entered a new epic of maintaining the below replacement fertility, and therefore the situation and duty of family planning has tremendously changed, the old working conception and method which put well effect in the planned economy now facing great challenge. Since 2000, under the initiative and guide of the China Central Party Committee, the State Family Planning Committee has launched the population and birth control reform, with the orientation of establishing a new working system named"legally management, villagers self-government, high-quality service, policy promotion, synthetic administration"which adapt to the socialism market economy.Taken Henan province as a document, with the real diagnosis research method, this paper has studied the family planning systematic reform, and fully discussed the necessity of the reform. After analyzed the situation and challenges in the path of reform which Henan province faced, the author proposed some valuable suggestions in the future work. The full text can be divided into four parts:Firstly, discussion of the necessity and importance of the reform. This part has focused on the changed situation of the population and family planning, including the background, the new request of current population and family planning work, the research method and the content.Secondly, the present situation of the population and family planning working system reform. This part has expounded the Henan population and family planning working system, the need of changing of ideological recognition, the issues of the population and family planning working situation, such as the contradictory between the social economy resources environment and the population growth, the shortage of the financial support system, etc. Thirdly, Population and family planning synthesis reform: the purview of the system theory. In this part, the author has introduced the system short theory and the systemvicissitude theory to analyze the reason of population and family planning working system reform-----the shortage of relative system. Furthermore, the author has pointed out the content and consequences of the reform-----the vicissitude of population and family planning working system, and the establishment of a new effective working system to develop the working efficiency.And lastly, countermeasures of the reform of Henan population and family planning working system. In this part, the author argued that, the reform of population and family planning working system must be based on the guidance of advanced and modern conceptions, such as full development of the human beings, sustainable development, etc. In the end, the author suggested that, for the time being, What we need is to systemize and institutionalize political commitments and convert the commitments into concrete, effective and practical actions, to effectively converge and optimize resources at all levels to maximize returns on input, to carry out our interventions targeting, and only by this, can we establish a new effective population and family planning working system.
