Recent years, more and more farmers enter cities to live and work along with the expediting diversion of margin labor force. On the one hand, the emergence of the peasant laborers improves their income and the development of the rural regions. On the other hand, it provides many cheap labor forces to the industries and accelerates the development of economics. However, the peasant laborers'status has never been changed. The question of peasant laborers especially the peasant laborer's social security system receives the he widespread attention from society. From the current peasant laborer social security situation, Peasant laborer s'social security level is very low, design of the related system and the policy plan aren't perfect, a few local governments have set up some policies that don't work well so far. from the theorists,there is not thorough research discussion to the peasant laborers social security system,and it is not formed uniform viewpoint about the peasant laborers social security question, the author thought that there is very long section of roads to walk to solve the peasant laborers'social security problem and realize the formal rights of peasant laborers. according to our actual situation the author analyzes the connotations and characteristics of the peasant laborers'social security right, suggests that all systems should be perfected to guarantee the peasant laborers'social security right and proposed the tentative plan about the peasant laborer's social security system through analysis of peasant laborer's social security system and summary of the scholar's about the research and the practice of the peasant laborers'social security .In the first chapter of article, the author put forward the peasant laborer's appearance and the present situation based on classification and concept of the peasant laborers as a standpoint. Then in the second and third chapters of article, the author analysis the basic situation of the peasant laborers'social security system including same reasons of imperfect system to elaborated the necessity and the pressing to establish the peasant laborers'social security system. As the emphases the fourth chapter consist of putting forward the specific tentative plan of the peasant laborers'social security system according to the author analysis of the peasant laborers'situation and reason of the peasant laborers'social security system.
