Reasearch On Songjiang Landless Farmers’ Social Security Demand And The Countmeasures

Since China’s reform and opening up over30years, the socialist market economy hadadvanced rapidly. People’s living standards had greatly improved; integrated nationalstrength had increased rapidly, the international status had promoted. China had been, at anunprecedented rate, turning toward the industrialization, urbanization and modernizationsociety. However, in the process of social transition, there are a series of new problemscoming forth, a large quantity of the landless-farmer appeared is one main of the problems.The urbanization and industrialization appeared early and advanced quickly inShanghai. In recent years, Songjiang that located at Shanghai urban-rural area promotedquickly, economy developed rapidly; social security standard had also taken the forefrontin Shanghai. However, a large number of landless-farmer therefore appeared. With thosefarmers’ identity conversed, since those farmer lost land protection, the risks they facedincreased. They need urgently to find some substitutes for living. Therefore, to providesocial security for them is not only necessary but also urgent.China’s governments at all levels have attached great importance to the constructionof landless-farmers’ social security, a series of policies have been introduced, and someachievements have been made. However, a reasonable policy choice relies on the accuratejudgment to the present situation, only understanding firstly that landless-farmer’s demandof the social security; we are able to guarantee the enacting social security system morepointedly. Through the combing of the literature, there are few landless-farmers’ socialsecurity policy-making researches which on the basis of the investigation of land losingfarmers’ social security demands.Therefore, on the basis of the analysis of the implement of Songjianglandless-farmers’ social security system and the problems existing in recent policies, thesocial security demand of Songjiang landless-farmers was surveyed, and the questionnaire survey’s results that analyzed by SPSS16.0, the rationality of the Songjiang landlessfarmers’ social security needs had been demonstrated; Besides, the factors that affect theSongjiang landless-farmer’s social security demand had been found out by the applicationof AHP-Delphi method, the effective way to adapt to the needs of landless farmers hadbeen advanced. At last, there were some suggestions, such as gradually increasing landlessfarmers’ non-farm income by using of high-quality educational resources, increasingland-losing farmers’ non-agriculture employment way that based on FDI, expanding socialsecurity coverage to try to guarantee everyone, broaden the sources of social security funds,to establish the serious sickness safeguard mechanism as well as handling the issues leftover by history properly.The innovation in this thesis is that: the factors that affect the Songjianglandless-farmer’s social security demand had been found out by the application ofAHP-Delphi method, on the basis of that the policy suggestions had been put forward.
