Over the years, land is the root of farmers'. Land is used to be farmers' last line of defense for Participation in social and economic development and avoiding various types of social risk. As China's reform and opening up the rapid development of national economy, Large-scale urbanization and industrialization emerge throughout the country. Because of evolutions, farmers are separated from the land. Due to lack of non-agricultural skills, they only can engage in work of low technology and low income level, but high risk. In China Long-standing urban-rural dual structure has led to deep-rooted mechanisms of dual employment. As the limit of "identity" employer of high-risk and low-paid job usually do not sign the formal agreement with landless farmer in city. So that landless farmers may lose job at any time and can't enjoy the urban social security. They become the real dual employment. This leads to groups of landless farmer can't melt in urban and rural. The status of "no land, no job, no social security" has been formatted. The series of employment, pension, health care and other social issues has become contradiction between the landless farmer groups and local governments. Although we know that industrialization and urbanization is the only way of the evolution of human civilization and economic prosperity and landless farmer phenomenon can't avoid, we must be recognize that the target of urbanization is to build a well society of 1.3 billion people. The whole process can't harm the interests of farmer whose number is more than half of the total population.In this paper, we have a research on the Production, living and social security status of landless farmers of Jinzhou Development Zone, and give a series of own views and countermeasures of analysis and summary of findings. The survey is based on evolution of development and stability of the government dealing with relations of farmers and lands using grade interviews, questionnaires, policy documents collecting and other research methods qualitatively and quantitatively. The thesis consists of six parts. Chapter One is Introduction, describing the purpose and significance of this study, introducing current research on the issue at home and abroad. Chapter Two is the theoretical basis for the article, introducing the theoretical origins of social security and related concepts. Chapter Three is empirical part, describing the natural profile of Jinzhou Development Zone, the Evolution of Social Security Policy respectively, analyzing findings, indicating the problem and giving corresponding countermeasures and suggestions. Chapter Six is a conclusion, analyzing innovation and deficiency of this paper.
