With the reform of school administrative system as well as the development of professional school management, the management consulting service for school gradually draws attention of more and more school superintendents. The professional school management consulting could help to solve the difficult problems in school management, also could strengthen their abilities to run schools. In practice, however, the school management consulting encounters with some practical difficulties, such as the lack of professionals, the insufficient theoretical preparation, etc..Taking theories and the practices of school management consulting as the object of study, employing the combination of qualitative and quantitative study as the research method, this paper tries to investigate the background and value of school management consulting, and to conclude its several types and specific characters; on the basis of interview and questionnaire survey, tries to make known the existing lessons and problems, and propose several suggestions.In the theoretical part, this paper analyses the concept from the aspects of school management consulting personnel, the scope, and its nature; it concludes the essential characters of school management consulting as the value neutrality, the synthesis appraisal, the countermeasure suggestion and the service instruction; and it analyses the practical possibility of school management consulting from three different levels of system environment, the talented person environment and the information environment.In this paper, the essential value of school management consulting is to impulse school stepping to high quality. Its basic functional mechanism is the theoretic and practice interaction in a specific spot. In the early practice of school management consulting, the popular models are project cooperation and expert participation. The process of school management is divided into five steps: initiation of project, tool selection, plan design, plan implement.In practical research part, through the case study of New Epoch Education Group and the statistic study of questionnaires in J district in Shanghai, this paper find out that nowadays school superintendents gradually realize the value of school management consulting in school development, but it also find out that the vague understanding of school superintendents on consulting, the insufficient theoretical attainment of consulters, and the immature of consulting group contribute to create the major obstacles encountered in the professional development of school management consulting.In conclusion part, this paper presents its proposals for the school management consulting from three aspects: the demanders, the providers and the outside environment.
