With the development of the School System, the primary of universities' administration has been distributed gradually. Schools take charge of the relevant responsibilities. As that of HEIs and schools is getting more popular nowadays, a new administration mode known as "TongYiLingDao, LiangJiGuanLi" (A university directs its schools while schools administrate themselves) has been carried out.The trend of relationship between governments and HEIs is that the power has been moved from the former to the latter. As the two main parties, the downwards movement of the power increases the self-administration extension of schools. This both forms the foundation of and challenges schools'administration system.The new administration system, on one hand, provides opportunities for schools. On the other hand, it also unavoidably causes other problems. The thesis takes L University as an example, analyzing what the formation of its W School, built upon the idea of "Excellent Project", brings us. A series of advice will be given according to both foundation of school system in the U.S.A., U.K., H.K. and the obvious and typical problems of that in mainland China.
