Research On The Educational Security Of Sino-foreign Cooperation In Xinjiang Higher Vocational Colleges

Safety education is an important factor to ensure the security of the country,Xinjiang as a multinational border and has many ethnic minorities in border areas,the educators and students are affected easily by the outside factors,thereby affecting social stability.Sino foreign cooperative education project is the main way to absorb foreign education resources and is the main channel to disseminate the foreign educational ideas to the domestic students.Xinjiang vocational college students are actively and lack of theoretical foundation,so their values is influenced easily by other factors.They are more susceptible by external trends and ideas.Therefore,the research on Sino foreign cooperative education project of Xinjiang Vocational College of education in the security is very important.This paper base on the analysis of domestic and Xinjiang Sino foreign cooperative education status and the status of educational safety,using the method of literature consulting a large number of security policy and research results on education of domestic and foreign countries;using case analysis method to analyze the safety practice of transnational education at home and abroad;using the method of comparative to analyze the achievements and problems in the management of transnational education in colleges and universities in our country and abroad,in higher vocational colleges in Xinjiang and out of Xinjiang.Then,combined with the characteristics of Chinese foreign cooperative education projects in Xinjiang higher vocational colleges and the require of safety management of Xinjiang as a special case of ethnic minority areas and border areas,present three management-advises in the national policy.Xinjiang government management.the management in Colleges and universities.The first is to strengthen the system security monitoring and approval at the national level.Including the development to ensure the quality of laws and regulations,establish and maintain educational sovereignty and cultural security system to ensure safety education;set up a clear division of special department of Sino foreign cooperative education project management,strengthen the monitoring and evaluation of teaching quality cooperation projects,to ensure safety education;establish scientific evaluation procedures and standards,to prevent unsafe factors into the education cooperation program.The second is based on the geographical features and national characteristics of Xinjiang autonomous region,the characteristics of Xinjiang higher vocational colleges,to strengthen the management of Sino foreign cooperative education project.Including the establishment of specialized agencies management of Sino foreign cooperative education in the autonomous region and building projects in Colleges and universities;the project of Sino foreign cooperative education project management system(including the teaching quality evaluation system and student management system is in practice).The third is studying the problems of Sino foreign cooperative education and building information communication platform,to prevent the unsafe factors in education.The fourth is the establishment of social evaluation system,strengthen the education of safety management.The fifth is to strengthen the safety awareness of related personnel in education of Sino foreign cooperative education project.The sixth is to increase the safety education content and ideological quality education projects in Colleges and universities.The seventh is training professional person in the international education to improve the right of speech in the Sino foreign cooperation.The eighth is to strengthen the screening of students abroad.In a word,the research of this thesis is to improve the management system and the operation of the Sino foreign cooperation education projects in China,province and the universities,and to ensure the safety of the Sino foreign cooperation education project in Xinjiang higher vocational colleges...
