The core of education is instruction. Only when the high quality instruction is seeked, the educational aim can be realized. So, organizing a team of qualified professional teachers to assure the quality of instruction has been the focus in the world in 21st century. Through the ways of monitor, evaluation, direction, advice, Teacher supervision has combined the guarantee of instructional quality and the promotion of teacher development, and finally it has improved students' learning. But during the process of teacher supervision in our country, teacher evaluation has ignored the individual difference. Teacher training can't meet the demand of teachers. And the teachers themselves has been lack of the consciousness of ego-professional development and ability of development These problems have made the teacher supervision have bad effect So a suitable teacher supervision system is needed to fit the level and satisfy the demand of teachers development, to promote teachers initiative development. Through exploring and analyzing American differentiated teacher supervision system, this paper tried to partly settle the problems we met in the process of teacher supervision.Differentiated teacher supervision system is that teacher super visional organizations and supervisors have carried through evaluation and direction to assure the instructional quality and to support teacher development. It has aimed at the real instances and demands of different teacher groups .Its realization has relied on the arrangement of different activities, procedure and time. From the point of view of the use of reference, this paper has explored the produce and development, theory construction and practice of American differentiated teacher supervision system. It has adopted the way of literatural analyse.This paper has four parts.The first one expounded the engender of American differentiated teacher supervision system. Through analyzing the academic and real background of American differentiated teacher supervision system, it explored the reason and developmental course of the system in 1990s.The second part expounded the theory construction of American differentiated teacher supervision system. It circumfused the aim, content standard, inscape and represent form of the system.The third part researched the practice of American differentiated teacher supervision system. It choosed Bellefonte Area School District in Pennsylvania as individual case. It made a systems analysis on the conditions, principles, ways, processes and results to implement the system. It also sumed up and induced the features of the system.On the base of the exploring and analysis on American differentiated teacher supervision system, and according to the realization and problems, the fourth part provided some pieces of advices to the implementing of teacher supervision in our country. First, teacher supervision should pay attention to the individual difference. Secondly, teachers should exalt the professional consciousness. Thirdly, we should develop various teachers professional development modes. Fourthly, we should set humanlized school managing conception.
