| Any system should have their advantages and disadvantages in different historical periods. They play a different role, which promote social progress, or impede social progress. Principal responsibility system was proposed in the1980s, after which give impetus into the development of our school, but with the principal responsibility system through more than20years, there were many problems in the current context of the new society, from the theoretical and legal regulations policies to the specific implementation of the actual situation are many deficiencies, the old routine is unfit for the current school development needs, and we should explore better strategies to solve these problems, to improve school management system, and ultimately to improve educational quality.Through questionnaires and interviews with principal Jiang, I give the president responsibility system a summary lists, which includes several problems exist, analyze various aspects of the causes of the problem, and finally I put forward my own points for the reform of primary and secondary school principals and countermeasures recommendations. I believe that it should start from the principal source of generation-educational administrative departments to reform principal responsibility, including the principal selection system, the principal tenure evaluation methods and evaluation functions, the principal point of training to ensure the overall professional development of principals. Then I learn from Western popular school-based management and accountability to reform president responsibility. Based on the positive side, it is recommended principal accountability system for external control style management to internal style management, the implementation of principal as the center of school-based management, while improving the supervision of school-based management mechanism, a clear question of subject, object, content and form of laws and regulations to implement the "system", so as to solve the current president responsibility system in the actual operation of the drawbacks, and promote the improvement of the quality of school education. |
