In the new trend of enterprise's competition and continuous development, the rebuilding and enforcing of the core enterprise competitive ability not only depends on the capital and technology, what's more important is the human resource capital, i. e. the integrate faculties' situation and level of the organization. Built the human resource management system of organization must keep to the development strategy of enterprise, meeting the both needs of the enterprise and employees. Therefore, the built and appliance of the post competency have attracted more and more attention from human resources experts and organizational behavior specialists.This dissertation is made up of three parts. As the first part of this paper, the researcher summarized theories on competency and its models, and discussed the origin, definition, research methodology and structure of competency, and then gave a retrospect of the research findings and the latest research focuses pertaining to competency both home and abroad, and defined the conception of post competency based on this.As the second part of this dissertation, the researcher selected the staff in the key post, including senior, middle-level and low-level managers as subjects from XJ Company, a state-owned industry. Behavior Events Interview (BEI) and questionnaires have been used to build the post competency model of JS Company with culture background unique to the state-owned enterprises. This model is consisted of three lays. The first lay is foundation, which is company competency; the second lay is middle-level, which is department competency; and the third lay is the top level, which is the post competency. Every lay includes knowledge, competency, and professional diathesis. Appraisal grade of every competency criterion have been assessed by the specialist, and weight factor estimation has been used to evaluate the weight of competency criterion. Both quantitative and qualitative methods have been applied to analyze the related materials.As the third part of this dissertation, the researcher expounded application of the post competency model in the human resource management system of XJ Company.This paper aims to put forward a brand-new method for the theoretical research of post competency. At same time it is a fearless and useful experiment of applying and developing competency.
