| Community education is a combined system which, uses the community as the defined education area, members of the community as the education target, its goal is to develop community and increase its member's quality of life. The modern community education is a system that combines education and social functions in one defined area, it is a new education model that's different from the traditional school education, adult education, vocational education.In China, the modern community education system is formed around the mid-80s during the 20th century. Because this type of education activities satisfies community members'desire to enrich ones cultural life, at the same time, also satisfies stabling the community, realizes government's long term goal of increase citizen's spiritual and cultural manners, and realize an"educational society"multiple goal, thus it has been government's high-attention area since implementation.In recent years, through support from all levels of the government and community members, community education has developed well. But at the same time, study toward community education has not been progressing at the same speed, and this is an obvious factor that would negatively impact the development of community education in our country.The essay compares domestic and international community education current situation and experience, through considering various problems currently existing in Shanghai's community education system, probes Shanghai community education's future direction, and hope to find a community education system working model that fits. The essay has 4 parts:The first chapter states community and community education's concept and relationship, combines with China society's harmonious society building, dissects community education's relationship with building a harmonious society, clarifies the importance of developing community education, with a special description of our country's current community education theories and implementation status.Chapter two analyzes Shanghai XuHui, MingHang,ZhaBei and PuDong new area as the"Community Education Testing District"development characteristics, pinpoint several problems within the current Shanghai community education: community education structure areas of improvement, community education resources not leveraged completely, community education does not have enough capital input and community education information structure not leveraged.Chapter three focuses on HuBei Province, ChongQing city's community education and what Shanghai can learn from their experience, also through community education experience from the U.S., Germany and Japan, propose what Shanghai community education can learn from these developed country's community education and domestic community education experience, propose a model that expands community education and allow high-school to fully perform its community education functions. Chapter four proposes solutions toward developing Shanghai community education, suggests through building a reasonable community education operation mechanism, clearly state community education's goal, execution feedback and guarantee mechanism, ensures operation of community education; proposes that developing community education need to fully leverage all community resources, including human resources, community properties and environmental resources, and reasonable use community education funds; focus on the lack of community education fund, propose to enhance management of community education fund, through expanding the sources of community education fund and properly use community education fund, to guarantee that community education funds a really used on community members; lastly, propose the functions of community education information system, enhance Shanghai community information development, develop Shanghai community education information network. These solutions's ultimate goal is to develop community education, let people realize life-long education, increase citizen's quality.
