Shanghai has been expediting its move to becoming an international economic centre for banking, trade and shipping in the 21st century. With the aim of establishing a harmonious and fully modernized society, the city has been showing a great demand for quality and skilled work force. Both the central and local governments have reinforced their efforts in training skilled work force so that they can improve the vocational skills of the technical workers to meet the fast growing demand for more highly-skilled work force. Both the municipal and district government agencies concerned have issued policies for enhancing vocational training. With the great demand on the market and the implementation of relevant policies, the vocational training, which aims to enhance the quality of the work force and to increase the employment rate, has been developing at a remarkable pace. Meanwhile, however, we are still facing various difficulties and challenges.The above as background, in this paper I would introduce the theories of occupational training, the history of vocational training in China and the successful experiences of developed countries in the field of vocational training. I would analyze on the current situation of vocational training in Xuhui District, its problems and the causes. I would also elaborate on the slow development of vocational training in the district, the adherence to the old training mode and the deficient public service by the government. I would put forward an improvement scheme on how to upgrade the training programs, how to establish an employment-oriented training mode, how to improve the public service by the government and how to fully improve the vocational training in Xuhui District. At the end of the paper I would propose that schools and enterprises should conduct join training programs, that the Dual-Certificate system should be improved and that laws should be made on the vacational training system. In my study, I have employed the methods of quantitative and qualitative analysis. The data for quantitative analysis has come from two sources: One is the statistics from the relevant functional divisions of Shanghai and Xuhui District Labour and Social Security Bureaus; the other is the feedback to survey on the quality of the vocational training in Xuhui District from trainees, training organizations and employers. We made logic and statistic analysis on the feedback using a special statistic software. The qualitative analysis has been made on the basis of my consultation with not only the principals and/or deans from some training schools, but also some staff and persons in charge of vocational training from the government agencies at district as well as municipal levels.The paper has 5 chapters. Chapter One is the Preface, giving the background to the study on the vocational training in Xuhui District, briefing the reader on the similar study by the academic circles, introducing the content of the study and the research methods; Chapter Two: A Study on the Theories of Vocational Training and The Practices Home and Abroad; Chapter Three: The Current Situation of Vocational Training in Xuhui District, An Study On the Problems and Causes; Chapter Four: An Improvement Scheme for the Vocational Training in Xuhui District; Chapter Five: More Ideas on Enhancing Vocational Training.
