Human resource refer to the people who are professional in certain area, has great capabilities of work and creative in practice and make a large contribution to the society in a country or an area. The quantity and quality of human resource are the key factor in economic growth and social development. Whether you keep a group of talents will determine the success of a country in international competitions. Nowdays,Shaoxing come to face the opportunities and challenges from the adjustment in industrial structure. The upgrade and optimization of industrial structure depend on the exploitation and the development of human resource. So it's very important for us to adjust the status of industrial structure , analyze and consider the development of human resource, expedite the step of human resource exploitation.This article introduces the basic conception of human resource development and the adjustment in industrial structure first, expound the significance of human resource exploitation to the adjustment in industrial structure. It introduces the theory of city development strategy matching with human resource development, the relationship of advantages in industrial competition and human resource exploitation,and it gives a introduction of the situation about the human resource development at home and abroad.Then it analyzes the situation of industrial development and human resource of Shaoxing.Analyzing the changes in output structure and employment structure, we got a conclusion: Second industry is still the main area of gathering human resource and the main department of human resource development. With the analysis of human resource, we find out that the main problem of Shaoxing's human resource development is the lowness of quantity and the weakness of creative capability. Although it has got a great achievement in human resource development in shaoxing, there are still some problems, such as lack of public expenditure in human resource development, being weak in culturing human resource, falling short of attracting human resource, being blind in human resource strategy.Thirdly it analyzes some elments what effect the human resource development in Shaoxing, including the need of corporate human resource, the lack of human resource, the industrial basement of human resource development and so on. It analyzes the conditions and advantages of human resource development of Shaoxing completely. It analyzes comprehensively the situation of human resource development facing in Shaoxing.Finally, it put forward the countermeasure of human resource development of Shaoxing. The general idea of human resource development of shaoxing is using the strategy of tempting and investing to attract more talents into the most important area or industry of expediting development. On the other hand, we should increase the investment of human resource in the whole society and upgrade the quantity and quality of human resource of shaoxing. Generally speaking, we can manage to it in three ways. First, increase the investment of education, actualizing sustainable development. Second, strengthen the constructing human resource capability, upgrade the quality of human resource. Third, search after a new way to fetch in talents, setting up the land of talent.
