As the new elementary curriculum reform proceeds, people are gradually aware of the importance of the curriculum resource. Because without curriculum resources , any ideal curriculum plan will not come to true. The development of the curriculum resource is a creation of this reform but also a hard castle to conquer.Curriculum resource possesses the characteristic of potentiality. So if we want to take the advantage of this resource, we have to explore them in practice though effective teaching activities. Teachers play an important part in this process. However, we still have some problems in practice, including the areas of curriculum resources development teacher faced.Though questionnaire and interview, my study discusses the problems existed in the teachers'development and usage of curriculum resources. On the basis of investigation, we analyzed the reasons of these problems and offered some strategies.We found some limited factors which affected teacher to develop and use curriculum resources. Via large amount of interview related to some universal and key problems and my own experience, we draw on five strategies to help teachers to develop curriculum resources: under the lead of backbone teacher, improve teachers'professional level ; rooted in classroom, keep curriculum resources at a dynamic imbalance; improve the transformation ability on the basis of textbook; promote the utilization ration of facilities of school, to realize their multi-functions; form a internet by strengthen the integration the curriculum resource inside and outside school.
