Community residents'self-governance is a kind of democratic form, by which the urban residents can directly manage the social basic-level public affairs according to the law. And it is also the broad practice of socialist basic-level democracy in cities.Urban community residents'self-governance in China and western countries have different development path. The urban community first is to "pick up spare units, to make up for units not available", integrate and manage residents outside the unit system, this decides that it can not be any real sense of the urban residents of the autonomous communities under the planned economic system and the unit. With the disintegration of the planned economy system and the digestion of units, government and enterprises need to shift the burden on social services, and the community happens to be the best platform for the transfer of the Social Affairs, so the government becomes the dominant promoter of community construction.
