In recent years, the higher vocational education presented theunprecedented development tendency in our country. The scale ofthe higher vocational education is expanding unceasingly, itsswift and violent development have already made the highervocational education to become an important part in highereducation. With scale expanding of higher vocational education,the teaching quality of the higher vocational education becomesthe common problem which both the higher vocational colleges andour society concern together. How to guarantee, to enhance, andto appraise the teaching quality is the key to realize the goalof higher vocational colleges, and what' s more, it' s also animportant issue for their survival and development. The studentsfrom the higher vocational education colleges have to havestronger abilities of adaptation, better moral quality, and moreable to practice for their work. Its basic & prominentcharacteristic in training the talented person is their high levelprofessional, specialization and practicality. The nature, thecharacteristic and the goal of higher vocational education decidethat we must persist to competence-based education and trainingin our teaching process. The student is the main factor ineducation. The appraisal to students is one of the most importantquestions which we must face. Therefore this article focuses onstudying students' quality appraisal from the angle of abilitystandard.The paper is divided into four parts:The first part is "introduction". Firstly, the articlebriefly describes the development of higher vocational education, the teaching quality and the appraisal to the students, etc. Andthen, it points out the goal and significance of this study.Thirdly, it also analyzes the present situation of some relatedresearch both in domestic and abroad. At last it makes anintroduction about research methods and the mentality.The second part is "the significance and characteristic ofcompetence-based evaluation of quality". Firstly, it analyzesthe connotation of competence-based evaluation of quality, Then,it elaborates five significances of competence-based evaluationof quality competence-based evaluation of quality, and points outsome characteristics of it.The third part is the trunk of the article. It is about "howto building up a quality system of competence-based evaluation ofquality". At the beginning, it introduces the theory ofconstructing a quality system of appraising students, and thenelaborates the constructing process and methods of the qualitysystem. It also has conducted a logical constitution of qualitysystem. Finally it makes a conclusion that we must take morality,competences and knowledge as the main content of competence-basedevaluation of quality.The fourth part discusses a case study. Firstly, it elaboratesthe object and principle of the quality appraisal, the way ofcollecting information. And then it compares with the qualityappraisal between the traditional way and "CBE/T". Finally, itcarries on the analysis to the specialized cases and draws up therelated appraisal content.
