In this paper, the course development and teaching strategy is used as a platform to discuss total vocational competence. The operating procedure of the vocational competence development model is outlined, class exercise based on circumstance teaching is analyzed, and the philosophy of teaching evaluation based on vocational competence is discussed.According to the comparison between the Chinese and German vocational competence development models, conclusions and suggestions are given at both macro and micro levels. At the macro level, the quality of Chinese vocation education should be improved, the relationship between academic certificates and occupational qualifications should be established, and teaching evaluation should be conducted by a third party. At the micro level, a valid evaluation result can be achieved by the involvement of a number of evaluation entities and the result should be used appropriately. Course development should focus on the training of vocational competence of students through action-oriented teaching materials. It should be pointed out that teaching evaluation or competence measurement is used to stimulate a passion for teaching and learning and the feedback can be used to improve the quality of educations.
