Online Teaching has gradually become the mainstream of the Third Generation of Distance Education. Being the base of Online Teaching, the enhancement of the quality of Distance Teaching and Management Platform has an important influence on the operation of the teaching and management of the Distance Education Organization and on the development of the theory and the practice of Distance Education in our country. In practice, the Distance Education Organization has brought up the demand of the upgrading of the Distance Teaching and Management Platform. The research in our country also indicate that the construction of the Distance Teaching and Management Platform in our country is unbalanced, there exists the phenomenon of functions piling. So, based on comprehensive demand investigation and functions evaluation, this research aims to design an Second Generation Distance Teaching and Management Platform, which will with systematic innovations from idea, design, hardware basis to software develop technology, and will has a high quality. This platform is centered with activities, aims to support the learning activity and construct an environment. It is characterized by intensive service, interactivity and track record.The first part of this research is the summary of the exist research. This part adopts comprehensive Literature research and Case research. Firstly, it gives an definition about the term "Distance Teaching and Management Platform", and imports the "quality" concept about the Distance Teaching and Management Platform. Secondly, based on the summary, this paper figures out the three phase of the Distance Teaching and Management Platform evaluation research: the function comparison evaluation, the usability evaluation and the usefulness evaluation. Accordingly, this research divides the development of the Distance Teaching and Management Platform into three generation: centered with curriculum and tools, centered with the activity and centered with the personal development of the student. Finally, combines with the status of the research and development of the Distance Teaching and Management Platform, this paper put forward the design of the Second Generation of the Distance Teaching and Management Platform.The second part is the theory basis and Requirements Analysis. This part mainly adopts the Literature Research Method, figures out the requirements from the theories which have direct instruction to this research. These requirements will directly guide the following demands investigation and model design. The third part contains requirements investigation and function importance evaluation. This part adopts the Investigation, Interview and Fuzzy Comprehensive Evaluation. Firstly, figures out the requirements analysis form by requirements investigation, and groups the requirements into four categories: the common function requirements, learning function requirements, management function requirements. Secondly, combining with investigation, theory analysis and Fuzzy Comprehensive Evaluation, this research has developed the scale weight forms about the function. Finally, combining with the requirements and the function evaluation, this research sums up the principles about the design of the Second Generation Distance Teaching and Management Platform. The fourth part has finished the comprehensive model design of the Distance Teaching and Management Platform. Based on the requirements and function evaluation in the former part, this part designs the contents of the subsystems of the platform, designs the whole configuration model and the series of flowcharts which are centered with the activity of the students and are customer oriented. Finally, based on the comparison analysis, this part figures out the Object-Oriented Modeling of the Distance Teaching and Management Platform. The fifth part details the hardware configuration, software development technologies and the criterions advised to adopt.This research imports the quality concept of the Distance Teaching and Management Platform, puts forward the design of the Second Generation Distance Teaching and Management Platform. And has systematically researched the Second Generation Distance Teaching and Management Platform from the aspects of requirements analysis, design, modeling, hardware configuration and software development technologies.
