Recently, the higher institutions in our country have gone through two significant periods of reform--integration and student recruiting expansion, both of which are characterized with from-above-to-below direction. These periods are under control of the state decision-making or direction. The higher institution hasn't had enough rational considerations and reflections on the objects, roles and current situations, so inevitably many new problems derived from the reform emerge. First, the problem in teaching management department turns out to be the core among them.First, document analysis is applied to conclude the history of the integration and student recruiting expansion of higher institutions. Only because the background and process of the reform are taken in everything in a glance, the next step after the reform will be known. Second, the combination of induction and deductive method is used to analyze the main problems in teaching management of higher institution, especially in school-running principle, teaching management theory, teaching resource management, teaching quality management, teaching evaluation system and teaching operational mechanism.In this thesis, analysis is made by putting theory into practice on these problems and provided the countermeasures focusing on implementing and perfecting the credit system in order to enhance teaching management and promote teaching quality.
