Teachers, one of the main parts of education process, are the main factor that affects the education process and result. Meanwhile, they are the center factor in curriculum reform. As a great education reform activity in our country in 21th century, the new curriculum reform of elementary education involves many aspects. Not only the present curriculum system needs to be reformed, but also a system and teachers staff needs to be set up. To some extend, teachers qualities has become one of the critical factors in this reform. If this reform wants to get further achievement, a great number of teachers with high qualities who are adapted to the new curriculum need to be trained.Colleges are the cradles of training teachers. According to the aims and contents of elementary education curriculum reform, the training aims, the program setting, curriculum structures and teaching approaches need to be reformed and adjusted. The program adjustment takes the first place. Program, the basic unit of teaching and learning classified by subjects and division of profession, is the bridge between colleges and society. And it formulates the quality characters of talents training.This study focuses on the program adjustment and it consists of three parts:In part one, the writer analyzed the main characters of new curriculum reform of elementary education from several aspects. Then, the teachers at the new-curriculum-reform request were discussed.In part two, the writer analyzed the current situation of teacher education program setting in colleges and its disadvantages under the view of new curriculum, and then presented the significance of the program adjustment through a case study.In part three, by analyzing the different patterns of teacher education in American, the writer tried to find the suggestion for our country. Based on the upper study, the writer raised the principles and practical plans of program adjustment. Finally, taking the primary bilingual education program as an example, the writer discussed the training of high-quality teachers in Huaiyin Teachers College.
