Since the middle of 1980s,the balanced development of elementary education has gradually become a prominent that education development faces, it is also one of the hottest focuses and topics that society concerns.With Marxist principles,views and methods and from the angle of combining theory with practice,this paper makes an exposition of important. role. and function that education balanced development plays in constructing socialist harmonious society. It discusses and disclose that essence of education balanced development is to realize the equality and justice of education; it also makes an analysis on that balanced development of education is the basic requirement of safeguarding citizens right of receiving education, is the primary responsibility of government, is the practical requirement of course reform. At last,it puts forward the point of view that the focal point of balanced development of education in our city at present is the balance of education resource allocation, education quality and education effect.This paper consists of four parts. The part of preface states the significance of studying balanced development of elementary education in the course of constructing socialist harmonious society. The part of body(from the first part to the third part)mainly explains scientific connotation of balanced development of education and analyzes the theoretical foundation of balanced development of education from the prospect of sociology,economic and pedagogy respectively. It deeply analyzes the types, present situation and cause of formation from six aspects: historical evolution, administration. system, education investment,school condition, students quality.In the end,it puts forward the strategy measures of balanced development of education of urban junior middle schools in our city from the six aspects of innovation system,increasing investment, conformity resources, reform of exam and evaluation system, promoting school's self-development, establishing developmental supervising and accessing institution.
