The present principal task for us is to construct a harmonious society,and the major task of education is to construct a balanced and harmonious education.Now to enhance Quality Education and to promote balanced development of primary education have aroused widespread concern of all walks of life in China,especially the educational circles.In recent years,we have witnessed the rapid economical growth,the general improvement in social enterprises and the amazing achievements in primary education in Bengbu City.However,it can't be deniable that Bengbu primary education is faced with the same problem of unbalanced development as our country is.Therefore,it is practically significant to make a study on the balanced regional development of primary education in Bengbu City, which is also an objective requierment to construct a harmonious Bengbu.The thesis is composed of three major parts.Firstly,it makes an explanation to the background of the study,a survey to the abroad and domestic studies on the balanced development in primary education,an introduction to the relative concepts,measuring standards and basic theories about balanced development of primary education,and a discussion on the cognitional errors.Secondly,it puts forward all kinds of phenomena in unbalanced development of Bengbu primary education(for instance,area of school building,supply of teachers,financial investment,etc),makes an analysis of the reasons for the unbalanced development from the three aspects of economical development,social culture and educational development itself.Finally,it suggests some strategies to promote the balanced development of Bengbu primary education from the following six aspects:to regulate financial policies for education;to strengthen the government's responsibility for education;to bring new ideas to educational administrative system;to reform those weak schools and to show solicitude for those disadvantaged children;to intensify informanization and to share high-quality educational resources;to encourage teachers' circulation;to adjust the policy targeting for recruiting students to balance quality of student source between schools.
