In order to promote sharing high quality education resource between city and countryside, improve the countryside' education quality and the benefit, basis on experiment site in 2003, The State Council decided to implement the Modern Distance Education Project of Country Elementary and Middle Schools comprehensively: Plan to spent 5 years on project to make the countryside junior middle school basically have the computer-classroom, the countryside elementary school basically have the satellite reception point for education, and the teaching spot of countryside elementary school have broadcast equipment for educational disc and educational disc. After 4 years diligently, the earlier period construction of the Modern Distance Education Project of Country Elementary and Middle Schools has already basically completed, but how about the application effect of the project? This is an attention topic for the government department who invest project. The research based on this background and demand, investigated and Visited 10 countryside elementary and middle schools in Enshi city, and made performance appraisal on the application of the Modern Distance Education Project of Country Elementary and Middle Schools in Hubei Province from quota and qualitative two aspects. Finally, author analyzed the result of the performance appraisal, summary the application experience about the Modern Distance Education Project of Country Elementary and Middle Schools in Hubei Province and found out the common problem in application process, and provided a method of how to appraise the application performance the Modern Distance Education Project of Country Elementary and Middle Schools, and also provided the basis for the project investment department making policy.Chapter 1 Analyzed the research's background and demand, discussed research significance, and ascertained research object and method.Chapter 2 is the rationale of the research. It mainly discussed the fundamental theory of research from the following aspects: education performance theory, performance appraisal, the connotation of performance appraisal on the application of the Modern Distance Education Project of Country Elementary and Middle Schools, Li Kete structure meter, weight level analytic method and principal components analytic method. Chapter 3 is the target system design for the application performance of the Modern Distance Education Project of Country Elementary and Middle Schools. Embarked from the Project desired effects, considered the project application's influences to students, teachers, the schools, the social, designed target system, And quantified performance appraisal target, finally gave the data processing method.Chapter 4 is the implementation part of the Modern Distance Education Project of Country Elementary and Middle School's application performance appraisal in Hubei Province. To show the performance appraisal process from investigation meter designing, sample choosing, data recycling, investigation implementing, sample basic situation analyzing and so on. And used SPSS to analysis data in description statistical method, use mathematics ways to process data and obtain the result of performance appraisal.Chapter 5 is the conclusion part. It analyzed the performance appraisal's result which has computed above, and according to author's investigation and study, described the application performance of the Modern Distance Education Project of Country Elementary and Middle Schools in Hubei Province qualitatively, and analyzes the limitation which has existed in this research. At last, summarized the application experience about the Modern Distance Education Project of Country Elementary and Middle Schools in Hubei Province and found out the common problem in application process.
