At present,the new urbanization strategy of the country is to promote the new urbanization through reform and institutional change.However,the phenomenon of high cost of farmers' citizenization,low income and the low and the government's "Buy Low and Sell High" of agricultural land have always been a major obstacle to the process of urban-rural integration,coupled with the uneven sharing of institutional changes,which makes the process of population urbanization even worse.Therefore,how to properly coordinate the relationship between cost and citizenization wiliness is the deeply thinking problem.This paper first takes Urumqi as the ultimate goal of urbanization,we calculate the government,private costs and benefits in the process of institutional change,and study the sharing mechanism of cost and benefit by establishing Game Model.Then we design the questionnaire to survey the migrant workers citizenization willingness of Urumqi based on the theory.Finally,combining the institutional change cost and willingness of citizenization,we take accessible advices to the government.This paper draws the following conclusions:(1)the per capita private cost of urbanization in Xinjiang is 183 thousand and 200,and the income is 239 thousand and 600;the per capita government cost is 291 thousand and 100 and the income is 5229 yuan.(2)Urumqi migrant workers will be influenced by the psychological,institutional factors,so the local government can proceed to guide them to citizenization from these two factors.(3)The higher level government should increase the punishment for the local government's illegal land acquisition.Meanwhile,the local government should strengthen the propaganda of land expropriation information,so as to reduce the coordination cost and improve farmers' willingness to become citizens.
