| It is important for China to develop higher education and the nation by the way of optimizing the staff allocation and improving human resource allocation in an era of popularization of higher education. This paper mainly focus on C to get a deeply research for the question mentioned above.In the paper, some research methods as literature research, comparison research and quality & quantity research are used as a tool. Questions have been studied in the paper are: (1) features and composition of university human resource allocation; (2) present situation of university human resource allocation; (3) experience and trends of university human resource allocation in developed country; (4) 2 tactical models of human resource allocation and (5) approaches and measures of improving human resource allocation.A new different interpretation of human resource allocation has been given in the paper. We hold on a view of human resource allocation as developing process and static results. And we look human resource allocation as a link between human resource development and use or a result of human resource allocating.The paper take on a new vision for university human resource allocation and points out the developing process and static results of university human resource allocation should be reasoned to China's reforming sequence, degree of institution innovation, methods of resource allocating and individual comparative interests. China has made progress in the aspects of quantity, scale, structure and efficiency of university human resource allocation. However, some problems as teachers proportion, mechanism shift of resource allocating, irrational staff flowing are still big troubles. The solutions are improving mechanism of human resource allocation, building s new system of human resource allocating, reform the management models of university staff and enhance institution innovation. |
