With the reformation of education system,the administration of organization structure and personnel posts in institution of higher education, as a critically indispensable part of our country's higher education, plays a more and more important role in the development of the nation's higher education. What'more,its development also attracts great interest of Institution of higher education themselves,education theorists and the public. While, as the reformation advanced,higher education may brings many new problems that never have been met before and undoubtedly these realistic problems need us to consider, study and pay concerns to from the theoretical and academic perspective. In the meantime, America,as one of the strongest country in higher education,has experienced a long period of reform time and got a lot excellent experience,so the comparative analysis between the two country would provide our country's higher education reform with beneficial reference.Based on different social, cultural, economic development and higher education reform and development of the logic of their own, in the administration of organization structure and personnel posts of higher education of the two countries showed a certain degree of convergence, while in many ways a lot of difference came up. The different conditions between the two countries led to the preparation of the two countries in institutions and institutional division of the rights set to generate a huge difference, in America, the top leadership is the Board which in charger of the management system, while in China, under the leadership of Party Committee's principal responsibility, The highest decision-making and management of universities by the "party - the Chief" dual system; whats more two socio-cultural and economic development of the market also led to different levels of the two institutions of higher learning institutions and personnel differences, America set up organizations mostly under the principle of streamlining, while China's party formed a more heterogeneous structure of dual agency, and in staffing aspects,it became more complex and huge.After a comparation between all aspects of management, we found that the characteristics of American colleges focused on the preparation of management performance in their effectiveness, flexibility and the pursuit of truth and freedom. Thus, for the preparation of the management of institution of higher education, America gives us some inspiration. Internal management system to speed up the pace of higher education will be the important method for institution of higher education to improve the preparation, and to establish effective institutions of higher learning institutions to streamline the structure and the preparation of a reasonable standard of higher staff ratio is the preparation of management reform of institution of higher education in our country.
