The idea of school-based curriculum development (SBCD) emerges from some developed countries in the west and it is one of the major trends within the field of curriculum innovation in the 1970s and 1980s. It is a diversified curriculum which can be chosen by the students, based on the premise that a school can assure the basic quality of national and local curriculums, and clear about the situation of its purpose of running a school and its goal of educating people (education philosophy), through scientific evaluation on the needs of its students, making full use of the local and school curriculum resources. The school-based curriculum development, based on the school, aiming at meeting the needs of students and showing the ideas and specialties of school-running, is a curriculum development according to the certain curriculum-weaving program by the teachers, with the democratic principles and open measures by the school. School-based curriculum is in view of the differences of schools, teachers and students, and aims at meeting the needs of students'character development. At the same time, it is beneficial to the needs of teachers'self-development. So, it can be a great supplementary curriculum in conformity with national curriculum and local curriculum.Not only developed country but also many developing countries use the decentralization policy to giving individual schools and teachers more autonomy and responsibility in curriculum development. These years decentralization policies in curriculum development were adopted in the Chinese Mainland follow with the building of three-level administrative system. A series of studies and research related to SBCD are noticed by many educational theorists and practitioners in China.It adopts documents and materials, investigations and the case study. After researching the situation of Panjin Commercial and Technalogy School, my workmates and I try to make an secondary vocational school-based curriculum development of mathematics.
