With the rapid development in air transportation, airliners are faced with much more development room and at the same time far more challenges. How to reinforce Oriental Airliner's achievements and hence rank Oriental Airliner in the first class lies in the focus of our consideration. As is known to all, human resources are the key factor for an airliner to obtain competitive edge, therefore, human resources development and employee training becomes the critical issue when Chinese airliners are confronted with WTO and merger operations. On this background, it is of great practical significance to look into the Oriental Airliner's human resources development system.Total Quality Management (TQM) serves the cornerstone of this investigation. It came into being in 1920s and has been widely used in manufacturing, government, companies, and education. It aims at providing a base for sustainable quality improvement, with PDCA (plan-do-check-act) as its main approach. With this approach, TQM stands always in the core of employee train. Thus, it is quite helpful in designing training plans. This paper, based on TQM and PDCA, put forward a better training system for Oriental Airliner, which in the previous years, proved to be effective in the English training program.
