| Meta-evaluation, this conception was brought forward firstly by Michael Scriven in 1969. Chinese scholars also named it meta-assessment (XU Congwei), reassessment (ZHOU Zhigang) or revaluation (WU Gang) and son on. It refers to a value-judging process. In this process, according to some criteria and adopting a feasible scientific method, evaluators analyze systemically educational evaluation project and educational result, then judge whether educational evaluation is scientific and effective. The research methods of this thesis belong to meta-evaluation. Thus, based on meta-evaluation, this thesis analyzes in-depth, systematically evaluation environment and evaluation methods of excellent doctor degree dissertation.This thesis involves evaluation organizers, evaluators and time factors in analyzing the environment of excellent doctor degree dissertation in order to establish a relatively objective and fair environment. Above all, associating with evaluation organizers' actual action, this thesis brings forward requirements that evaluation organizers must abide by. Next, this thesis studies the selection of specialists in terms of quantity and reliability, and draws a valuable conclusion. Finally, this thesis puts forward more reasonable time plan.The evaluation projects of national excellent doctor degree dissertation include evaluation index system, evaluation criteria and evaluation methods. Excellent doctor degree dissertations that are singled out according to the evaluation project are required innovation and breakthrough in their subjects. Therefore, it demands concise index system, clear evaluation criteria and scientific evaluation methods. Then, through quantitative and qualitative methods, this thesis revises the present evaluation project.These research works improve theory the appraisal methods of national excellent doctor degree dissertation, which can raise the quality of doctor education and advance the undertaking of educational evaluation.
