Charter Schools are innovative schools derived from American basic educational reform in the 1990s. They come into existence by a contract with a charter authoritative agency, generally local boards, or state boards. Charter School's runners are usually some groups, parents, community leaders, entrepreneurs or educators. Charter Schools are managed by receiving student-average funds and free from regulations public schools must abide by. But they must be responsible for the contract which is sue to improve students'performance. However, they have freedom in hiring teachers, curriculum and everyday projects.The full text is divided into eight parts. The first part: Introduction. This part mainly introduced the back ground and the significance of selected topic, the domestic and American research summary situation, the research methods as well as formal collate and stipulate of the concept of the charter school. The second part ( Chapter One):The author first tried to explore the historical backgrounds, such as the low-performance of public schools, the support of government policy and special aims, so as to get to know and master charter school completely. The third part (Chapter Two): The embryonic stage of the charter school thought. The author tries to carry on the analysis from the generation and historical origin of the charter school. The fourth part (Chapter Three): The preliminary development of the charter school. The author describes it from the first charter law, the fundamental contents and the preliminary development. The charter school law symbolizes the school status of the establishment, therefore is the key point of elaboration. The fifth part (Chapter Four):The standardization and the expansion of the charter school. This part carries on the introduction from the Credit Enhancement for Charter School Facilities and the school expansion. The sixth part(Chapter Five):The renewal and sustainable development of the charter school. This part narrates No Child Left Behind and the continual expansion to carry on the description. The seventh part (Chapter Six): The tendency and restriction of the charter school development. Through the research above, the author predicts the development tendency of charter school, and analyzes the restriction. The eighth part: Conclusion. the author narrates the influence of charter schools and the difficulties charter schools are facing in the course of development, then predicts the developmental trends and draw a conclusion of the enlightenment to Chinese basic educational reform.The author takes up the detailed developmental stage of charter schools in time order: embryonic, start-up, expansion and renewal. In each stage some key persons or factors push charter schools forward, such as Milton Friedman and Friedrich Von. Hayek as to embryonic stage,charter school law as to stat-up stage, Credit Enhancement for Charter School Facilities as to expansion stage and No Child Left Behind as to renewal stage.
