To create a high qualified teaching staff, which is an important measurement to practice the policy of relying on science and education to rejuvenate the nation, is a key factor deciding the success of elementary education reform. Further education for the secondary and primary school teachers is an effective approach to improve teachers'quality and an important component in teacher education. Therefore, it's of great significance to study the teachers'further education in this new stage of elementary education reform in our country.Looking into a lot of related materials in teachers'further education both domestic and abroad and combining the approach of paper survey and interview, the author of this thesis makes a thorough research into the present condition of secondary school teachers'further education in Yantai. The objective of this research is to have an overall understanding of the major problems in secondary teachers'further education in Yantai and to find the solutions, ultimately to accelerate the progress of the secondary teachers'further education in Yantai.As the survey shows, the major problems existing in secondary school teachers'further education in Yantai are that: teachers are not motivated to participate in training because of the lagged concept of further education; there's little alternative in choosing a training institute because of its monopoly; the training patterns are lack of diversity and flexibility; the training contents are empty and non-oriented; the trainers are not professional; the assessment and testing methods are not scientific or efficient, etc.Then the author of this thesis proposes a solution for each aspect of the problems mentioned above. That is: to renovate the education concept and establish the life-long education ideology; to introduce the competition system to add the diversity of training institutes; to explore the new pattern for further education and accelerate the development of teaching profession; to pay more attention on research and select the training contents with care; to set up a system to select and engage teaching staff and improve the trainer quality; to establish and perfect the evaluation system and enhance the training efficiency.The problems and solutions listed in this thesis will be useful for the education administrative departments in their decision-making. By referring to these, they can actually improve the efficiency of secondary school teachers'further education in Yantai and ensure the training quality. The thesis, meanwhile, offers the secondary school teachers an instruction to help them realize the significance of further education and keep a balancing relationship between their job responsibility and further education, hence improve their teaching ability and accelerate their professional development, and ultimately benefit the students'growth towards a positive, active and wholesome direction.
