A reasonable and orderly flow of teachers can balance urban and rural teacher resources,narrow the gap between urban and rural schools,achieve dynamic development of education,and promote the healthy and coordinated development of education.It has been many years since the country began to implement the flow of urban and rural teachers in the 1990 s.However,the current implementation of teacher mobility policies varies throughout the country,and there are still some problems in the pilot counties.This article focuses on the flow of teachers in urban and rural primary and secondary schools in Dingxing County,Hebei Province.Through the collection of relevant papers,we can understand the status quo of teachers and teachers in urban and rural areas in Dingxing County.At the same time,education equity theory,educational equilibrium allocation theory,Maslow's hierarchy of needs as a support.This paper mainly uses questionnaires and interviews to study the flow of teachers in urban and rural areas in Dingxing County.By two months' analysis of the 194 voluntary teachers between 2014 and 2016,between 2016 and 2018,it can be found that the main problems in the flow of teachers in urban and rural primary and secondary schools in Dingxing County are as follows: the flow of teachers in primary and secondary schools in urban and rural areas is decreasing;the primary and secondary school teachers in urban and rural areas The supply and demand of teaching disciplines do not match;the initiative of some mobile teachers is low;the policies are in the form;and the relevant departments have inadequate protection measures.Based on this analysis,the influencing factors of urban and rural primary and secondary school teachers' flow in Dingxing County are analyzed: urban and rural dualistic economic structure factors;teacher mobility policy factors;teacher management system factors;teacher personal and family factors.Based on the problems and influencing factors,we will further propose countermeasures for the flow of primary and secondary school teachers in urban and rural areas: increase investment in rural compulsory education,gradually narrow the gap between urban and rural areas;implement equal pay for equal work,change teachers into “systematic people”;improve the system of teacher exchanges,and promote urban and rural areas Two-way flow;Intensify supervision,establish an effective supervision mechanism;Improve relevant safeguard measures to meet the needs of mobile teachers;Improve teacher's active participation awareness and achieve balanced education development,in the hope of promoting the balance of teachers in urban and rural primary and secondary schools to promote education balance.effect.
