Long-term, education-oriented, education plans, teacher-centered. To create a high qualified teaching staff, which is an important measurement to practice the policy of relying on science and education to rejuvenate the nation, is the basic condition for the promotion of quality education and key factor deciding the success of elementary education reform. The secondary and primary school teachers' post-education is an effective approach to improve teacher's quality and an important way-out of promoting the construction of teaching staff.Some achievement have been made in the secondary and primary school teachers' post-education since the secondary and primary school teacher "famous project" was carried out in Anyang in 1999,especially since 2004 according to the orders of the national and provincial education authorities. With the quick development of economic society, the deepening of the basic education reform and the increase of the requirement of the educational innovation, the whole level of the teachers can't meet the requirement of performing the education for all-round development and can't be suitable for training the new-typed innovational generations. There is a great gap to the aim of the requirement of the Loving Study Society.I have been working at the secondary and primary school teachers' post-education in Anyang for several years. I look into a lot of related materials in teacher's post-education both domestic and abroad and combining the approach of paper survey and interview and make a through research into the present condition of the secondary and primary school teachers' post-education in Anyang. I expounded the developing trend of teachers' post-education inside the land and abroad, and knew the hot and difficult problems needing to be solved and the challenges. I analyzed the gap between the present management system, the mechanism and the prevailing regulations. I put forward some advice on how to deal with the system construction and the uses of resource conformity. It is useful for the education department and training organization to make the education policy and guide teachers' post-education of Anyang healthily.
