It is how to promote the effective implementation of standards changes for primary and secondary P.E curriculum that has been a basic research topics on PE Curriculum Reform. At present, there are many related research results, but most of them just verify the subject from such perspectives as improving the teaching methods, enriching the curriculum resources,, emphasizing the role of teachers and increasing the supply of equipment., rarely explain it from the perspective of the new institutional economics. In view of this, this paper attempts to do some discussion on the rationality of changes in physical education and health curriculum standards from the perspective of the New Institutional Economics ,advancing the institutional arrangements for the implementing of P.E curriculum reform. We consider the fact that effectively implementing the Curriculum change not only relates to the various elements input that have correlations with teaching but, more importantly , to the construction of the institutional factors in the process of implementing the curriculum standards changes .In view of this, this paper attempts to do some discussion on the rationality of changes in physical education and health curriculum standards from the perspective of the New Institutional Economics ,advancing the institutional arrangements for the implementing of P.E curriculum reform.,and we come to the following conclusions by analyzing :1,There is a large amount of "potential profits" lying in P.E syllabus, and its existence means that there is not a balanced constitution there, thus we use a more efficient constitution as a substitute2,"P.E (health)curriculum standards" meets the market demand , and its effectiveness of the changes are revenues.3,In the trial process of "P.E(health) curriculum standards," the core level of constitutions should be further improved on uncertainty, and the supporting systems, implementation mechanism should be brought into full play their respective roles to ensure that all constitutions reach Coupled state.The innovation of this paper lies in using the System analysis to explain the rationality of the curriculum standards changes and to build the institutionalized framework for implementation of the Curriculum Standards. Our intention is to open up new ways and new ideas for the research to P.E curriculum standards reform in the current.
