With the development of economic and social globalization and the coming of the era of knowledgeeconomy, the higher education system is facing more opportunities and challenges. As for a university, thedevelopment is influenced by the number of teacher it has and the knowledge level of its teachers, whichwill also have a great impact the innovation ability and the populace’s cultivation of the whole nation.University is the cradle of the knowledge and it’s the place to educate the talents, where a group of teacherswith high-level knowledge and skills is the necessary requirements. Tarim University is located along theTarim River in northern Sinkiang. In order to bring more talents to meet the development needs, with thehelp of the former vice-chairman General Wang Zhen, Tarim University was founded over fifty years ago.As the best university in Sinkiang, it has trained huge amount of excellent graduates who contributethemselves to the development of all kinds of industries and fields. However, conditioned by geographicalconcerns and the management system, the brain drain of the university teachers is the most challenged issuewhich should be addressed as soon as possible, as a result of which a comprehensive management system isunable to be built. Human resource is the key factor in the university competition, only if there is the besteducation staff, there will be the best talents. Therefore, the study of the human resource development andmanagement of teachers in Tarim University has the profound significance.In the paper, the author will first illustrate the related theories of human resource development andmanagement and its state quo in domestic and overseas research, and then the author will analysis the localsituation of the development and management in Tarim University to find the problems such as theunbalanced human resource management structure, the shortage of the innovative talents etc. At last, theauthor will make some suggestions and measures accordingly.
