The balanced development of compulsory education is the essential embodimentof the socialist system. And it is also the material embodiment of the scientificconcept of development. The balanced development of compulsory education isnecessary to generally carry out the educational policy and the quality education. Andit is also the practical necessary to build harmonious developing society in China.Compulsory education in China achieves complete success after the development ofreform and opening. The rate of the popularization of nine-year compulsory educationhas reached to more than 90%(by the end of 2002). But as a whole, the foundation ofour compulsory education is still unsubstantial. There is a vast gap between theregions, city and countryside in the development. And now, when we has almostpopularize the compulsory education, the government and people of all walks of lifein our society should pay much attention to the standardization of the conditions andthe balance of the level about the school.The paper will enter on the strategic object and the social needs of building theharmonious developing society in China. And it will be guided by the scientificconcept of development. Firstly, explain the correlative theories about thedevelopment of compulsory education, grasp the theoretical support about thebalanced development of compulsory education. Secondly, see about and analyze thehistorical trace about the development of compulsory education of china to sum upquestions and look for the inspiration, and then discuss the non-balanced actuality ofour compulsory education to find the deep-seated reasons which result in thenon-balanced development of compulsory education in china. At last, put forwardsome solutions and suggestions to build itself into a balanced development bycombining our national condition and existing policies.
