With the rise of urban community building in China, communal social workers have become the main force in the community development. Through open interviews, many Shanghai district governments and neighborhood offices fetch in all kinds of talents to work in communities. Thus, teams of the contracted communal social workers have come into being and expanded rapidly. Certainly, these people are different from either company employees or civil servants. Rarely studies in the management of these specified people can be seen in China now. In addition, the extremely different situation between China and other foreign countries decides that our use for reference of the relevant experience from them is very limited in terms of the management mechanism of communal social workers. Since, we should make a thorough research into the modern management mechanism of contracted communal social workers, especially into the incentive mechanism on the basis of our actual situation. This paper tries to make out a general review of the incentive mechanism through the case study of 102 communal social workers in HongMei street neighborhood offices, Xuhui District, Shanghai, with the usage of Two-factor theory and the Demand-level Theory. Meanwhile, combining the thorough analysis of the reasons of existing problems, this paper puts forward several measures and suggestions for the purpose of improving the incentive mechanism for the contracted communal social workers.This paper is composed of five parts.The first part is Definition of"contracted communal social workers". Through the comparison of the concept and scope of different kinds of community employees, the author makes clear the precise concept, background and practical significance about the contracted communal social workers in Shanghai.The second part is Combing the mainstream theories of incentive mechanism, with the emphasis of the basic principles of incentives.The third part is pointing out the main problems in the existing incentive mechanism of the communal social workers in Shanghai on the basis of the author's own working experience at Hongmei street neighborhood offices, through in-depth analysis of the investigation dataThe fourth part is Putting forward several measure and suggestions to improve the incentive mechanism of the contracted communal social workers which focuses on 4 specified aspects.The fifth part is conclusions and Summary of this paper. Related topics on the further research of this subject have been drawn out.
