Education is an important topic of people’s livelihood.The development of education concerns the development of society.In 2005,the Ministry of Education proposed the implementation of the “Sunshine Project”,a policy aimed at achieving educational equity.The implementation of the policy is to safeguard the fundamental rights and interests of the vast number of candidates,and will carry out the education fair to the policy implementation entire process.Governments at all levels have also adopted sunshine enrollment as an important means of balancing educational resources,implementing educational equity and improving people’s well-being,and have made enrollment methods,enrollment process and enrollment results more transparent through innovative enrollment methods,more popular,but in the process of the implementation of the sunshine enrollment policy,because the policy main body participates in the unitary,the policy implementation process exists the black box operation and so on,causes the sunshine enrollment policy and the policy goal to deviate somewhat,the public satisfaction degree is low.This research takes the “Sunshine enrollment”policy of Suqian as the topic,the questionnaire survey method,the literature research method as the main research method,this study argues that Suqian’s“Sunshineenrollment”policy has the following problems:The policy subject is single,the policy identity is not high,the evaluation system is not sound,and the difference of educational resources is large,these problems are closely related to the lack of social participation channels,the selection and examination system,and the artificial grading of educational schools.Based on the findings of the study,the“Sunshine Admissions”policy in Suqian can be improved in policy-making,policy implementation,policy evaluation and so on,we will promote the implementation of the open enrollment policy in an orderly manner by realizing the diversification of policy subjects,striving for coordination of policy objectives,ensuring fairness in policy implementation,establishing a policy evaluation system,and strengthening policy implementation,truly achieve educational equity.Educational Equity is related to the distribution of educational resources,and the promotion of sunshine enrollment policy is to solve the problem of educational inequity.This study takes the sunshine enrollment policy in Suqian as the research content,it has certain reference significance to the cities which are carrying on the education equity reform,and also has certain practical significance to the realization of the education equity.
