Colleges and universities in our country keep on enlarging the number of new students, as a result, a serious of problems appear. Under such circumstances, the topic of education quality becomes a very hot issue. In collages and universities, classroom instruction still is the main teaching method. Its quality ,to a large extent, reflects and determines the education quality of colleges and universities .And, teacher's classroom instruction is the most important part, which, determines the fostering level of talents, affects teachers and students'life quality. Hence, evaluation of teacher's classroom instruction quality of colleges and university has a very important influence on propelling teacher's teaching reform and improving the education quality. The evaluation includes many aspects, the important point of this treaties is teacher's classroom teaching quality evaluation by undergraduates and training school students, in literature and history classes in our countries common colleges and universities.The evaluation is to perfect classroom teaching in institution of higher learning, to extend teacher's managerial theory, to improve classroom teaching quality. The documents summary mainly includes study of the evaluation's features, classes, functions, major parts, contents. And it clearly definites classroom teaching, classroon teaching quality, classroom teaching quality evaluation, teaching quality evaluation by students and evaluation target system.The study's theory summary analyze the evaluation's aims, functions, processes, patterns, the result's presentation and target system. It also sums up the gratifying achievements of our country's teaching evaluation, points our the principle problems in evaluating are: lacking of formation in guiding ideology, lacking of science in target system , lacking of standards in operating and lacking lf effectiveness for a given period of time in the result feedbacks. We mainly analyze two most important effect factors: teacher and student.There are four primary aspects in the theory proposition of perfecting teacher's classroom teaching evaluation of colleges and universities. They are establishing modern teaching evaluation view; establishing scientific, reasonable and well operating evaluation target system; establishing perfect online evaluation system by using modern network technology; and bringing every positive factor into play, perfecting the whole evaluating process.
