Between the countries of 21 century, the competition of overall national strength depends on in the final analysis the talent who has innovation ability, and the training of talent again depend on and education. To meet the competition and the challenge of 21 century, basic educational reform is necessary. For physics department, Ministry of Education organizes R&D, have sent new physical course standard, great degree adjustment of the teaching requirement for physics department has been made. New standard is taking"raise the scientific attainment of all students"as training goal location, has covered the specific goal of 3 dimension degrees: Knowledge and ability, process and method, feelings attitude and viewpoint of value.. School is the major place to implement scientific education, through school educational raising, one of effective channels of student scientific attainment is to realize in teaching the goal of"process and method".In this article, we rely on the theory of modern constructivism,combine with the relative theory of psychology and the characteristics of physics education of high school, using the logical thinking method and the literature method to discuss and investigate the realization problem of the goal of"process and method"of high school physics education, deeply. Firstly, base on the theory of analysis of the goal of"process and method", the essential meaning and the relative content, we realized the point of view further that: The realization of the goal base on the investigation of"knowledge and skill", and the key is to grasp the principle that let the student experience the process of investigation and master the method of investigation. We investigated the physics observation,the theory and the practice of experimental method, and put forward several cultivated strategies, and we also investigated the theory and the practice of the ability of physics thinking and method, and also put forward several cultivated strategies. These cultivated strategies with maneuverability are the fundamentality of realizing the"process and method"teaching goal, synthetic using and agile master these strategies could help the students to experience the process of investigation, master the method of investigation, and use it to observe, analyse and solve the physical problems, in order to realize the teaching goal of"process and method". Secondly, we also investigated the explorative teaching in this paper, and put forward the implementation plans and teaching cases.
