At present, with extensive spread of quality education and unceasingly deepening of education reform, great importance has been gradually attached to aesthetic education and art education. As part of school education, music education has drawn the attention of the whole society. In recent years, reform and development of school music education in our country has made remarkable achievements: music curriculum criterion has been promulgated and tried out and a new round of music curriculum reform and experiment has achieved obvious results. People's view about education updates constantly, music education system has been improved continuously, the overall quality of music teachers has been improved further, implementation of new music curriculum and rate of giving music lesson has risen steadily, music teaching equipment is being perfected, music activities after school and outside school are rich and colorful day by day, and scientific research on music education has achieved great successes. All these have laid a solid foundation for the development of basic music education in our country. However, when we have made so many achievements, we must know that during the development of basic music education in our country, there are many problems which don't fit the development of our times and the development of education in different regions is unbalanced. Especially in rural primary and secondary schools, the phenomenon of neglecting and making light of music education still exists in some degree, there is a severe deficiency in teachers, equipments and funds of school music education, scientific research hasn't brought back onto the right track, and there exist many blind factors in the implementation of new curriculum and so on. All these problems become the obstacle which prevents the whole development of basic music education in our country, and doesn't meet the need of building a harmonious society and new socialist countryside, which is put forward by our state. These problems deserve our full attention.This dissertation is set in the reform of basic education, from angle of view of music education in primary and secondary schools, and it surveys school leaders, music teachers, students and some parents in 30 representative primary and secondary schools in Lishui and music teaching and research teachers in different counties. It takes historical document approach, questionnaire approach, conversation method, comparative method and observation method and so on. By means of visiting a class, special forum and individual interview, it studies the current situation of teachers'structure and quality, teaching equipment, education management, especially of leaders'and teachers'teaching ideas, classroom teaching, the way of evaluation, responses of teachers and students, music extracurricular activities, and education and scientific research after the implementation of new curriculum criterion. Thus, useful information can be obtained. It strives to show comprehensively and objectively the situation of music education in primary and secondary schools in Lishui. Based on this, it analyses different reasons for current situation of music education and teaching in primary and secondary schools in Lishui, and puts forward some opinions and advice. It can provide some references for policy makers in educational departments when they make educational and teaching regulations and policies. It can give some enlightenment to the implementation of new music curriculum criterion in our municipality. It has a guiding role for music teachers to carry out education and teaching work better and to improve one's quality and scientific ability. It is of practical significance to promote the steady development of music education in Lishui.
