Local institutes shoulder the important mission to train high- levelpeople with professional skill for the local and to create knowledge andtechnique, while the teachers are the main strength to run an institute.Therefore, the key to running an local institute well is to build a branch offaculty with adequate quantity, reasonable structure, fine quality andcreative spirit. The problem on the construction of faculty in localinstitute has been seriously taken and jointly inquired into by educationalcircles and academic circles. So far some achievements in research havebeen acquired, but there are still many practical problems to cope with.In this paper, based on modem educational theory, sociological theory,management theory and the policy and law about higher education in ourcountry, using literature study and differentiation, and taking HunanInstitute of the Humanities, science and Technology for example, themajor problems and reasons existing now in the faculty of newly-built,multidisciplinary, and local institutes, such as inadequate quantity,unreasonable structure, low quality, unstable staff, are analyzed, andaccording to this, several strategies are offered to strengthen theconstruction of faculty in newly-built, multidisciplinary, and localinstitutes. Systematology, scientific concept of development, catfisheffect and symbiosis theory are offered to be used in the construction offaculty in newly-built, multidisciplinary, and local institutes. In order tocreate a new situation in the construction of faculty in newly-built,multidisciplinary and local institutes, conceptions are constantly renewed,the structure is optimizated, the mechanism is transformed, and thesystems are improved.
