The newly-established local undergraduate colleges are a new group in higher education system of China, the product of turn a century. It was have become a major force in undergraduate education of China, and bear an important task in the popularization of China's higher education. Improving the newly-established local undergraduate colleges'level is an important part of the reform of higher education. As we all know, the teachers were a key elements of the colleges'development. The qualities of faculty determine the College's level and the potential for healthy and sustainable development. Compare with the old Colleges, the newly-established local undergraduate colleges not only have the common character of colleges, but also have its own characteristics, such as teach features, geographical features and historical features and so on. As the same time, the foundations of the newly-established local undergraduate colleges are relatively weak, and lack of core competence. Nowadays newly-established local undergraduate colleges are in weak position due to various factors, construction of faculty appear to be more and more important and urgency under the competition times. In recent years, in the context of develop the country through science and technology, the strategy of reinvigorating China through human resource development and the nation of powerful higher education, the newly-established local undergraduate colleges have achieved great success and gaining great development in the construction of faculty. Moreover, its management work is also more scientific, but there are some specific issues must be resolved.In this paper, the study object is the newly-established local undergraduate colleges of Henan Province. This paper adopts the way of literature analysis, questionnaires, interviews and comparative analysis. Writer analyzes the characteristics, the theoretical basis and situation of construction of faculty, and existing problems in the newly-established local undergraduate colleges. At last, writer presented the principles and suggestions for the construction of these colleges'faculty.This paper is divided into five parts. The first part introduces the cause of research, the significance of research, the literature summarization and the methods of research. The second part introduces the differentiation of the newly-established local undergraduate colleges. Moreover, writer discusses the characteristics of newly-established local undergraduate colleges, and the construction of faculty's special status in such colleges. The third part expounds the theoretical basis of construction of faculty in the newly-established local undergraduate colleges, the theory teacher professional development, the theory of modern human capital and the theory of motivation. The fourth part analyzes the situation and the existing problems of the construction of faculty in the newly-established local undergraduate colleges of Henan Province through the way of questionnaire and interviews. The writer analyzes some factors of affecting the construction of these colleges'faculty. At the fifth part, the writer introduces the principles of the construction of the newly-established local colleges'faculty, and through analyzes theoretical basis, the existing problems and the factors of affecting the construction of faculty in these colleges, the writer presents the suggestions for the construction of the newly-established undergraduate colleges'faculty.
