Teachers are the subject of higher-education institutes, the spreaders of scientific knowledge, culture and morals, the explorer and builder of material civilization and cultural and ethic civilization, the precursor in building harmonious society. Teaching-faculty weighs much in evaluating the work and level of a higher-education institute. All those famous universities both at home and abroad are equipped with abundant advanced teaching group. As Mr. Deng Xiaoping points out, "Teaching-faculty is the key for education institutes to bring up qualified personnel for building socialist society, to train workers with comprehensive moral, intelligent, cultural, physical abilities and socialist consciousness." The fundamental task of higher-education institutes is to bring up qualified personnel, who will be the backbone in economic development; meanwhile, the quality of teaching-faculty is of great importance to this task. From this point of view, teaching-faculty buildup is an imminent strategic task for higher-education institutes, which is of great significance to developing first-class universities in the world, realizing the strategy of "rejuvenate China though science and education", fastening the steps of economic development. It's an epochal demand and a new challenge for higher-education institutes to enhance teaching-faculty buildup, improve teachers' quality and put their initiative and creativity into full play. Only with practical measures and scientific attitude in analyzing present situation, concerning reasons and countermeasures, can we correctly find the cut-in road to strengthen teaching-faculty buildup. Considering it's not a task we can finish in a short time, we must first take a thoughtful research, set a long-term goal, put the whole situation into consideration so that we can make the plan and its implementation on teaching-faculty buildup more practical, more orderly and more efficient, on the basis of which, it would be possible to build an effective system in teaching-faculty buildup and promote its management form experiential orientation to systematic orientation.In this paper, the author first focuses on the present status of teaching-faculty buildup after analyzing new situation of the development in higher-education institutes, through which tries to explore the concerning issues in teaching-faculty buildup, including achievements, problems, reasons, etc.. Upon the above analysis, the author takes Ludong University as an example to do more research by using theory on human resources management and theory on stimulation, probing into measures proper to enhance teaching-faculty buildup. Finally, the paper concludes macroscopically with some positive opinions and advice in promoting teaching-faculty buildup of higher-education institutes.
