While entering the 21st century, human resource has been one of the most active factors in economic increase, more and more enterprises take human resource training and building the learning organization as the focal points in future development. However, the enterprises in our country haven't yet experienced the strict and scientific management process, which makes the problems existing in the practice of human resource training in the enterprises more outstanding,and seriously affects the effect in training human resource,whether the training activities as effective or not, is it profitable for the enterprise, how to choose a scientific and accurate method to evaluate has not been pay attention to.Therefore, to solve this problem, we should adopt such important measures as shaping learning organizations, establishing effective training system, and paying attention to the result-centered effect evaluation in training human resource.This article starts with the research on human resource training and building the learning organization theories, firstly, introduces the theories of learning organization and training, as well as concepts and training performance evaluation models to finding relations between them ,also points out that training is actually an educational and learning course, during which evaluation occupies an important stage. Based on the comparison about both home and abroad training performance evaluation methods, analyses contents and levels of training performance evaluation, fixing two parts of evaluation---trainee centered and training activity centered.Choosing CCIC company as a case to investigate on its training and raining performance evaluation and finding out the problems, proposing several rules in training performance evaluation program design, then making out a effective and practical training performance evaluation program and progress of work.The author hopes that this paper can arouse more enterprises to pay attention to training performance evaluation, and at the same time, can provide some theoretical and practical directions for other enterprises which have some problems of evaluation as well.
