Since the Mid 1980s, for the need of higher education intemationalize and the life-long education, Higher Education Credit Accumulation and Transfer System became one of a hot issue in many countries. Credit Accumulation and Transfer System plays a positive role in promoting life-long study, extending participation and accelerate the circulating of talent, And emphasize the Accumulation and transform became the key-point of the reform of Higher Education Credit Accumulation and Transfer System. The Higher Education Credit Accumulation and Transfer System of Britain has long history, mature theory basis and rich experience, and worth to research. As a result, the paper mainly adopts the following approaches to the analysis of the Higher Education Credit Accumulation and Transfer System: documents reading approach, comparative approach, historic approach, and so on. Firstly, This paper endeavors to introduce the development of credit system in history, including the methods and achievement in initial building phase and reform phase; secondly, analyze general framework and procedures of Higher Education Credit Accumulation and Transfer System, Summarize the characteristics; Lastly, review the problems existing currently and the countermeasures to those problems existing current and the countermeasures, and discuss the inspirations we can draw from it.
