Since 1960s, the effective school movement rooted in America has evoked an upsurge in worldwide school effectiveness and effective school research. While we enter the 21st century, seeking excellent education and promoting the quality of school have become the focus of basic education reform all over the world. In the beginning of the new century, as curriculum reform of basic education in our country goes on, restructuring school has gradually drawn the attention of theoretical researchers and educational executors. In view of the basic situation of our country, expediting balanced development of education has recently become an exigent task of education reform in our country. The key point of achieving balanced development of education is to promote the quality of school, construct the school with cultural features and make the school effectively develop. Effective school in the view of culture has provided an effective approach for improving management and promoting quality of the school.First, this paper simply introduces the effective school research at home and abroad by checking historical documents. And it puts forward the concept of effective school on the base of summarizing people's common understanding of the effective school, thinking that effective school is the school with high effectiveness and the school of playing active role, having constant improvement and accelerating the development of its all aspects to have good performance. Then, it expatiates the theoretical basis of effective school, such as the relative concepts, the basic traits and the cultural basis of effective school. It brings forward the border of effective school and ineffective school. After that, it primarily discusses the construction of the effective school from three aspects of spiritual culture, institutional culture and material culture. Finally, this paper analyzes the important mission of the headmaster's becoming the cultural leader of the effective school.
