China has the largest number of rural teachers. All these rural teachers play an important role in the development of national economy and in building spiritual civilization. Building a contingent of high-quality teachers in rural areas,not only for the promotion of agriculture, rural areas and farmer's modernization as well as the rural education sustainable development ,but also to improve all the people quality, accelerate the process of socialist modernization with Chinese characteristics and sustainable development of China's education.These all have great significance.Along with the continuous development of the rural economy and education of Inner Mongolia,rural primary and secondary school teacher troop's problem become more and more projecting.Therfore, to study the problems of rural teacher troop and to seek a effective way to sovle the problems are not only a major theoretical issue and also a practical significance actual topic.Such as SongShan in ChiFeng,this methods carefully analyze the present situation and existing problems of rural primary and secondary school teacher troop.It found that the academic start was lower,highly educated teachers were fewer,teachers overall quality was lower,the age structure was unreasonable,the sex structure was not balanced,the subject structure was unreasonable,the specialized technical duty structure was unreasonable, and cound not make sure the education administration system. Because SongShan's rural elementary and middle schools teacher troop exists the question also generally exists in our area rural elementary and middle schools teacher troop and has certain representation and the universality.Due to study the present situation of the rural elementary and middle schools teacher troop.There are six constructive countermeasure: First,carry out the rural compulsory education management system and put education administration function in good order.Sencond,push on the teachers to exchange the imformation positively and to improve rural teachers overall teaching level.Third,guide and encourage university graduates and urban teachers devote themself to rural areas teaching.Forth,to improve the management system and innovate deeply.Fifth, strengthen the training of teachers and enhance the ability to adapt to the reform of new curriculum. Sixth, to improve the rural school teachers treatment,stable rural primary and secondary schools teacher troop.
