From the view of times development, urban Mongolians like other ethnic minorities in the world has been experiencing the cultural changing and developing with the advancement of society; However, from the view of regional distribution, urban Mongolians has changed a lot in the mode of production, living, thought and behavior, all with make them representative in nationality culture changing, and have them face the contradictions and conflicts between carrying forward the traditional nationality culture and developing modernization culture. The change especially happened in the urban Mongolian families, each is the smallest unit to the implement of education, the first place and the most important medium to carry forward the nationality culture. Citifying and modernizing that have greatly influenced Mongolian parents' mind has led to the co-existence of traditional upbringing attitude and modern educational concept. They all set off a chain of puzzles and decisions. Standing by the tradition, paying attention to the reality, using The Emic-etic-research methods of anthropology, the article tries to reveal the changing or changed educational concept of Mongolian infants' parents, under the culture-changing background. it also arouses the deeper consideration about educational concept by showing a valuable conclusion to family educational practice.The article includes five parts.The first one is on the study goal, significance, the present situation of study domestically or externally, the methodology and research approaches.The second describes and analyzes the traditional family education of Mongolians. First, it describes the educational situation of traditional Mongolian family in terms of formation education, perception education, nationality culture and traditional custom education by sorting out historical document; next, it shows both the outstanding characteristics and family educational concept of traditional family education of Mongolians.The third shows the culture-changing in families of urban Mongolians by two sides: on one side, citifying and modernizing set off the nationality culture changing; on the other side, the urban Mongolians is adaptable in concept to citifying and modernizing.The forth is on The Emic-research of educational concept of urban Mongolian infants' parents. First, it shows the dual nature of Mongolian family's educational function under the background of cultural changing; Next, aimed at the questions that the urban Mongolian infants' parents care about, it introduces the puzzles and choices of the parents.The fifth is on The Etic-research of educational concept of urban Mongolian infants' parents. According to the questionnaire of educational concept of Mongolian infants' parents who lives in major cities of Inner Mongolia Autonomous Region, and by analyzing its result, the article definitely shows the good traditional family educational concept is worth reserving and developing, sums up the new characteristics of family educational concept of urban Mongolian infants' parents, and raises a conception which further make nationality tradition culture and modern society needs blend and integrated.
