With the development of globalization, the internationalization of higher education is booming and the education service has emerged. In the middle of 1990s, cross-boarder education, as a new concept of international education, has been formed. Besides the domestic demands of native education, higher education is required to cater for the global demands, which is the main purpose of cross-boarder education. Within the last decades, the cross-boarder education, especially cross-boarder higher education, has been widely concerned by many governments and scholars.During the last decades, the cross-boarder education has developed rapidly in Singapore. More than ten years ago, Singapore was mainly an import country in education, just like China. However, Singapore has transformed to an educational output country in the past few years. The experiences of the reformation of foreign countries are very beneficial for the development and reform of our education systems. Therefore, a study in the development of cross-border education of Singapore is essential for the improvement of the cross-border education of China.This thesis is divided by six chapters: Chapter One is about the background knowledge and basic theories about cross-boarder education. In this study, the author has used many investigation methods, such as investigation research, which helped me a lot in my research. Since I have a chance to go to Sigapore for some time, I interviewed some people and observed phnomena about cross-border education of Singapore. I also used other methods, such as documentary search, historical and comparative studies, case studies etc. All these methods helped me to do well in my research. Chapter Two is mainly about the development of the internationalization education of Singapore; Chapter Three further studied the status of the education system of Singapore; Chapter Four discusses the ralationals of the driven factors of the cross-border education of Singapore. Chapter Five concentrates on the quality assurance of cross-border education of Singapore, and Chapter Six reflects the cross-border education system of Sigapore by showing Singapore-Massachusetts Institute of Technology (SMA) as a case.This paper has the following significance: firstly, it can help us recognize the development of cross-border education of Singapore. Secondly, it may enhance our understanding about cross-border education and strenthen our activities in the field of international education services trade.
